Organized by the Technical Coordination Unit of Tulkarem Governorate: PTUK Hosts International Workshop on Special Needs’ Rights

Palestine Technical University – Kadoorie hosted, on Wednesday 27 June 2018, an international workshop under the title “Giving Back the Rights for Special Needs” which was organized by Tulkarem Governorate and funded by the European Union within the framework of the Technical Assistance and Information Exchange Instrument of the European Commission.
The workshop, which was in partnership with the Tulkarem Governorate, Ministry of Health, Ministry of Social Development, the General Union of the Disabled, Tulkarem Hospital and Al Quds Open University, was conducted throughout the projects support unit of the EU for the Palestinian Cabinet.
The workshop, which was held for two days, aimed to spread awareness among the people and the institutions involved in the Palestinian educational system regarding the rights of the people with special needs by sharing the experience of the EU member states.
It also discussed the needs of Tulkarem area based on the given statistics and the legislations to possibly identify the solutions that could increase the opportunities for the people with special needs to be involved in the society.
The Dean of the Planning and Development at Palestine Technical University – Kadoorie, Dr. Khalid Shadeedopened the discussion commending the efforts of Tulkarem Governorate for their coordination over organizing the unprecedented workshop, calling the public to provide positive outcomes that may serve the people with special needs and ease their involvement in the community.
The University President Speech
The Acting Vice President for Academic Affairs, Dr. Arafat Zidandelivered a speech representing the University President Prof Marwan Awartani in which he explained the University’s policy towards helping the community especially the people with special needs to reach their ambitions.
He stressed the University’s commitment to guarantee decent living and education for the marginalized groups in the Palestinian community particularly for the people with special needs.
Dr. Zidan held the Israeli Occupation the major responsibility increasing the number of the disabled people among the Palestinian community throughout their brutal practices and deliberate targeting of the civilians.
The Acting Vice President recalled the participants to come up with practical recommendations and actual applications that could maintain development which will give rise to empowering the rights of the marginalized groups and to narrowing the gap between the Palestinian and the international communities.
In Mind the Needs of the “Special Needs” Community
The Representative of Tulkarem Governor Majdi Laymounconfirmed their institution’s keenness to supporting the people with special needs saying that it is consistent to the official policies of the State of Palestine especially with regard to the disabled people who have always been and remain on the road of struggling for freedom.
Laymoun explained that the general governmental policies take the needs of the special needs community into consideration and exert due diligence to recognize their rights of living throughout applying the adaptation’s law in the places and institutions to have them involved in the official, civil and private sectors.
The Director of Health Affairs at Tulkarem Directorate of Health Dr. Neriman Shadeedhighlighted the directorate’s support in providing the necessary health care throughout health centers and clinics, disseminating awareness of health education by holding training courses and sessions, conducting health check-ups of pre-marriage for early detection of handicap incidences, doing check-up examinations for newborns as well as optimizingtherapeutic and diagnosticservices.
The Greek Psychologist and the Disability Expert in Functioning Disability Research Group, Mr. Efstathios Triantafylloustated the multiple laws, regulations and attitudes of the European community towards empowering the special needs through employment and business training.
Dr. Efstathios also drew a contrast to the different European attitudes in the past years highlighting the basic points that have recently been agreed to adopt with regard to supporting the people with special needs including the necessity of guaranteeing accessibility, participation, equality, employment, education and training, social protection, health and external action.
The Counsellor of Education Finnish National Board of Education, Ms. Pirjo Koivuladelivered a presentation on the development of the special needs system in Finland focusing basically on the disabled community rights of education having a fine and suitable environment for better learning.
She explained the strategy of offering successful learning for all citizens equally regardless to age, domicile, education, situation, sex or mother tongue.
Ms. Pirjo recommended a developed educational program that allow the students to actively participate and provide the required facilities that involve the people with special needs in the educational activities and to prevent their exclusion from the educational system.
Workshop Topics
The First day of the workshop included discussion panels in:
“The laws regarding the people with special needs”, directed by the General Director of the Special Needs in the Ministry of Health, Mr. Amin Annabi,
“The provisions for special needs at Tulkarem Hospital”, highlighted by the Coordinator of Quality and Patience Safety in the Ministry of Health, Rami Elyan,
“An introduction to the special needs’ matters” by the Head of the General Union of the Disabled, Mr. Majdee Mirii,
“The existing laws – context and possible modifications” by the Independent Commission for Human Rights, Mr. Sameer Abu Shams, and
“The economic, social and ethical costs related to special needs, headed by the Greek Psychologist and the Disability Expert, Mr. Efstathios Triantafyllou.
