PTUK Signs Charter with Public Prosecution and Higher Education

Palestine Technical University – Kadoorie PTUK, alongside the Public Prosecution, the Ministry of Higher Education and Scientific Research, and several Palestinian universities, signed a Cooperation Charter titled “Professional Academic Institutions to Prepare Qualified Students to Serve the Nation and Its Citizens.”

The signing ceremony took place on Monday in Ramallah with high-level participation, including PTUK President Prof. Hussein Shanak, Attorney General Counsellor Akram Al-Khatib, Minister of Higher Education and Scientific Research Prof. Amjad Barham, as well as several university presidents, college deans, heads of public prosecution offices, and representatives of civil society institutions.

The event was supported by the Italian Agency for Development Cooperation. Representing PTUK were Dr. Raed Qarout, Dean of Community Development and Service; Dr. Mahmoud Abdullah, Director of the PTUK Documentation Centre; and Dr. Walaa Al-Battat, Lecturer in the Department of Media Technology.

Prof. Shanak emphasized that since its establishment, PTUK has carried a noble national mission rooted in delivering quality education that meets the demands of the modern era, fosters scientific research, and fulfils its responsibility to engage with society and contribute to its progress by preparing conscious, capable graduates who are imbued with values of citizenship, belonging, and commitment.
He added:
“The university considers cooperation with the Public Prosecution and related institutions as a fundamental pillar rather than an optional choice. This cooperation builds a bridge between theory and practice, offering our students an important opportunity to directly experience the reality of legal and judicial institutions, thus enriching their academic knowledge with practical expertise.”

Prof. Shanak also stressed that legal awareness is a shared national responsibility that goes beyond courtrooms and lecture halls to encompass the entire society. He called for the development of comprehensive awareness initiatives that include the integration of legal and human rights education into university curricula.

He noted that this holistic approach could pave the way for the establishment of a pioneering national project in the form of a National Centre for Legal Training and Awareness—an initiative that would bring together the efforts of universities, the Public Prosecution, and other national institutions to prepare a generation capable of bridging the gap between academic education and practical application.

Attorney General Akram Al-Khatib described the partnership with higher education institutions as an investment in the Palestinian individual and a foundation for building a generation capable of safeguarding justice and serving society.

Minister of Higher Education and Scientific Research, Prof. Amjad Barham, affirmed that the signing of this charter represents a genuine partnership between the creators of knowledge and the guardians of justice in Palestine. He highlighted that the initiative aims to raise awareness of Palestinian citizens’ rights and their entitlement to live in freedom and dignity in their homeland.

He underscored the importance of integration and cooperation among national institutions as a means of advancing excellence and building strong, truly national institutions.

The charter seeks to establish an institutional framework of cooperation between the Public Prosecution and Palestinian university faculties of law, community service, and media. It aims to link academic legal education with practical application through sustainable training programs, support scientific research, and promote legal culture in society—ultimately contributing to better practice within the public prosecution offices and preparing a qualified generation capable of serving the nation and its citizens with competence.
