    Renewable Energy Efficiency Scaling Project

    The project entails equipping a number of public buildings and educational institutions in the West Bank with photovoltaic (PV) solar systems for electricity generation. It is funded by the World Bank through the Palestinian Energy and Natural Resources Authority (PENRA) as part of Phase III of the Energy Sector Performance, Infrastructure, and Reliability Enhancement Project. Within this framework, four institutions have been selected to benefit from the initiative: the Prime Minister’s Office, Palestine Polytechnic University, Palestine Technical University – Kadoorie (PTUK), and the Ministry of Education, under the activity of scaling up renewable energy and energy efficiency grants in public and educational facilities.

    Project Objectives
    The project aims to reduce electricity consumption costs in public buildings, enhance energy security through local generation, and improve the reliability of the power system—particularly when integrated with storage solutions. It also seeks to alleviate pressure on the electricity grid, reduce greenhouse gas emissions, and accelerate the transition toward clean energy. In addition, the project supports the sustainability of services in the education and public sectors by ensuring a more secure and dependable energy supply.

    Scope of Works
    Key project activities include the supply and installation of solar panels, inverters, mounting structures, electrical wiring, protection systems, and storage units where applicable. The works also cover lifting, installation, interconnection, testing, and commissioning. Implementation will be carried out by a qualified contractor contracted by PENRA, in compliance with all required permits, technical standards, and safety regulations.

    Environmental and Social Considerations
    Sensitive receptors at project sites include nearby trees and cultivated areas, as well as students, academic and administrative staff, employees, visitors, road users, and pedestrians—particularly in active locations or along major roads. Anticipated impacts during the implementation phase are expected to be temporary and manageable, including noise, dust, temporary access restrictions to certain facilities, traffic disruptions, and safety risks associated with lifting operations, working at heights, and electrical connections.

    Grievance Redress Mechanism (GRM)
    PENRA operates a dedicated grievance unit managed by its Environmental and Social Officer, in accordance with Palestinian Cabinet Resolution No. (8) of 2016 and Procedures Manual No. (20/17) of 2017. Both documents are publicly available in Arabic on official Palestinian ministry websites. A detailed grievance mechanism manual has been developed, with support from the World Bank consultant, outlining procedures for submitting and addressing complaints at the project level. PENRA maintains a grievance log, ensures resolution within defined timelines, and issues monthly reports to senior management.
