    The course aims to design and develop the plans needed to analyze the government programs. It relies on identifying and predicting the problems that may arise during implementation phase of the programs and explore possible solutions or alternatives to achieve its goal. The course also includes elements which the student may use to identify priorities in program design and thus focus on urgent needed requirements.

    This course is intended to introduce the students to public project management, and how it differs from traditional project management. It identifies the various environments affecting public projects and their life cycle, projects programs and project evaluation - through the use of revenue and benefit accounts for the community. It also covers methods of evaluating non-profit organizations projects.


  • 17060722: Public Accounting [3 Credit Hours]

    This course introduces the students to public accounting in terms of concept, objectives and government functions. It also covers the different sources of state revenues such as taxes, fees, fines and international subsidies. Public expenditures is also covered in terms of concept, divisions, principles of expenditure and government control. In addition, the student will learn about public budgeting including its characteristics, time development, objectives, principles, stages and types. The course also includes analysis of the PNA budget from the time of its inauguration until 2016.

    This course enables students to understand the fundamental concepts of the e-Government information system. The course covers the following topics: Smart government and smart e-transactions E-Government services, G2B, G2E, G2C, G2G. Strategies and plans for building e-government, Organizing data in the e-Government information systems. Internet, internal and external networks in e-Government. Security and legal affairs, Third, fourth and fifth generation mobile devices. Upon completion of this course, the students will be able to determine the functional and non-functional requirements of information systems in e-Government.

    This course gives an understanding of the concepts of crisis and disasters, their characteristics and stages in addition to their implications on individuals and groups. It introduces the student to the concept of crisis and disaster management, disaster management team, causes and types of crises and the methods of diagnosing crises and disasters as well as the strategies and tools used in crisis and disaster management. The course examines the effective models for crisis and disaster management, including the use of quantitative methods. It focuses on the effectiveness of communication management and media coverage during crises. The course also addresses the experiences of successful local, regional and international institutions in crisis and disaster management, in addition to studying various cases related to crisis and disaster management methods.

    This course deals with public budgets, their characteristics, time development, objectives, principles, stages and types. It also covers budget theories, budget as a political tool and the role of people responsible for public budgets. The student will also be made familiar with the Palestinian public budget, state revenues such as taxes, fees and fines as well as external donations. It also covers public expenditure and its principles, government control as well as analysis of the Palestinian Authority budget from date of its creation till now.

    This course covers topics such as: the concept of public service ethics, public employee obligations and responsibilities, duties of the public servant, prohibited acts for the public servant, unethical behavior in public organizations, methods for measuring ethical conducts in public organizations, reforming unethical behavior in public organizations and the elements of success of public service ethics.

    This course is intended to introduce the students to the fundamental principles of administrative statistics and its practical applications. It also highlights the importance of administrative research to public administration. It familiarize the students with the types of research used; the descriptive and inferential type, types of statistical data, types of statistical variables, hypotheses and sampling. Finally, the student will be trained to use a statistical package, such as the SPSS in social sciences.

    The course covers the beginning of administrative law in Palestine, its characteristics and its relation to other branches of the law, sources of administrative law, Organizational Administrative Theory, Public Services, Public Employees, Local Administration, with case studies from Jordan.

    This course is intended to familiarize the students with the fundamentals of scientific research in public administration. It also teaches the student to design and prepare the research plan, carry out data collection as well as use statistical processing to analyze his data and present them scientifically.

    The course addresses the concept of human resources management from a strategic perspective. It describes the role and importance of human resources management within the framework of the overall strategy of the organization. In particular, the course discusses the following: human resources planning and recruitment, description and classification of jobs, training and development of staff, performance evaluation of workers, health and safety as well as management of compensation scheme.

    This course covers the notion of the state, its elements as well as functions and types of states. The course provides the students with the knowledge of international principles of governance and their role in improving and strengthening the rule of law and democratic governance.

It also includes methods for increase organizational effectiveness through management information systems, and the organization's relationship with Environment, international relations, organizational conflict, creativity, organizational change and development in the 21st century.

In addition, it familiarize the student with the standards and control indicators used to measure performance and address deviations in government institutions.

The course also focuses on the development of the concept of the state in the modern era and its relationship to the economic and social developments. It describes the administrative model, which is the executive arm entrusted to achieve the general objectives and policies set by the government. The relationship between politics and administration is one of the most important issues addressed by the course. There are also other topics covered in the program, such as the theory of organization, analysis of public policies, manpower management, government budgets, planning, etc.
