The Department of Media Technology at Palestine Technical University – Kadoorie organized a workshop by the care of the groups of human rights defenders and incorporation with the Independent Commission for Human Rights ICHR to raise the issue of the freedom of thought and expression from the view point of the cybercrime law.
The Head of Media Technology Department, Dr. Majdi Jayyousi stressed the importance of workshop as it enhances the concept of cybercrime law due to the wide spread of social media and raises the awareness of youth in the positive use of internet as well as studies the law from the media point of view which leads to a better understanding of the media in Palestine.
Dr. Anwer Janem, a specialist in criminal law, explained that the first code of cybercrime law in 2017 received several critics led to cancellation due to the continuous opposition of the legal and rights institutions since it contained unclear, free or unspecified terms which has given rise to issuing a new better law by the start of 2018 that refers the cases, with the subject of mischief expressions, to the criminal law.
ICHR Representative, Sameer Abu Shams, highlighted the different conditions during setting up the cybercrime law which was issued without consultation of the competent bodies before submission for ratification in the absence of the Legislative Council, which is an override to the legal customs and may have led to infringements of the human rights particularly the freedom of expressions.
The lecturer in the Media Technology Department, Dr. Alaa Ayyash, commented an intervention about the reflection of the cybercrime law on the press and media free of expressions in terms of specific clauses regarding press works and posts in the social media sites, considering the law unfair as it specified their freedom of speech and imposed penalties which ultimately has created a sense of self-censorship for the journalists causing professional downward of the Palestinian media.
