A Tunisian Student Discusses Master’s Thesis in Public Administration


Palestine Technical University – Kadoorie PTUK discussed the master’s thesis of Hesna Hussein Al-Salmi from the Republic of Tunisia within the Public Administration Program at the Faculty of Graduate Studies. This milestone marks the graduation of the first Tunisian international student to earn a master’s degree in this program, reflecting the university’s growing academic openness and its commitment to attracting international students. This achievement aligns with PTUK’s strategic vision to strengthen its academic presence, support high-quality programs with developmental and sustainability dimensions, and expand academic cooperation at both the Arab and international levels. In this context, Dr. Samer Arqawi, Dean of the Faculty of Graduate Studies, stated that the thesis represents a valuable scholarly addition to the Public Administration Program. He noted that it is consistent with the Faculty’s orientation toward supporting applied scientific research linked to sustainable development issues and enhancing the connection between academic knowledge and the needs of public institutions, particularly Palestinian municipalities. Dr. Arqawi emphasized PTUK’s strong interest in attracting international students, highlighting their role in enhancing the university’s academic standing and affirming its mission as a higher education institution open to its Arab and international environment. He added that the graduation of the first Tunisian student from this program reflects the quality of education and scientific research at the university. For her part, Hesna Al-Salmi described her academic experience at PTUK as outstanding on both the academic and human levels. She noted that the supportive research environment and specialized academic supervision played a key role in the successful completion of her thesis, expressing hope that the study’s findings will contribute to improving municipal performance and promoting sustainability concepts within public institutions. The thesis, which was discussed at the university’s Ramallah branch, was titled: “The Impact of Green Management Practices on Sustainability Performance: The Mediating Role of Environmental Organizational Citizenship Behavior – An Applied Study on Municipalities in the West Bank.” The study aimed to analyze the impact of green management practices on sustainable performance in Palestinian municipalities across environmental, economic, and social dimensions, with a focus on environmental organizational citizenship behavior among municipal employees. The findings revealed a direct positive impact of green management practices on sustainable performance, as well as a direct positive effect on employees’ environmental organizational citizenship behavior. The results also indicated that voluntary environmental behavior alone does not lead to sustainable institutional performance unless it is supported by clear administrative and structural frameworks and well-defined institutional policies. Following the discussion and completion of the required revisions, the student was awarded the Master’s degree in Public Administration in accordance with the regulations of the Faculty of Graduate Studies at PTUK. The examination committee was chaired by Dr. Nariman Abu Atwan Supervisor, with Dr. Salah Sabri as External Examiner and Dr. Samer Arqawi as Internal Examiner.
